Senate Bill 425 proposes a one cent per milligram fee on the sale of opioids, excluding treatment uses with rebates for cancer and hospice patients. Increased revenue will be used exclusively through the Substance Abuse Prevention and Treatment Block Grant program.

This bill represents a small step in properly funding treatment programs and a move towards treatment rather than enforcement.
